WINTER SAYS BALLOON FIESTA DRIVE IS A POPULAR LOCATION FOR RACERS. HE TELLS US THE CITY MAY HAVE TO PUT DOWN RUMBLE STRIPS TO DISCOURAGE THE RACERS. BUT HE ACKNOWLEDGES THEY’LL PROBABLY JUST FIND ANOTHER PLACE TO RACE.
