Espanola addresses shopping carts

Albuquerque, NM (KKOB) — The City of Espanola will be considering a new ordinance to keep shopping carts from littering the town. They announced an exploratory effort to do what Las Cruces has done, which is to require businesses keep shopping carts on their premises. The carts are used by homeless people and often are left abandoned or gathered at encampments. A similar measure to hold businesses responsible for their stolen shopping carts was defeated in Santa Fe 2 years ago because of objections from retailers.
