Albuquerque south valley shooting

The recent shooting of a woman outside an Albuquerque south valley restaurant has shed light on an issue many of us are very passionate about.  After the shooting, an employee of the restaurant called 911, but she was unable to speak English and the dispatch was unable to speak Spanish and no one on staff that night could speak Spanish as well.  The dispatch was able to get enough information to get the proper EMS out to her location within 4 minutes and the shooting victim is now recovering.  But the larger question is should county, state, local authorities have an obligation to have someone on staff at all times who speaks Spanish. After consideration I say no.  The responsibility to have at least a working knowledge and understanding of English for emergency situations should be on the person needing the help. Emergency workers, police, fire, and even those in the business world provide enough for people who refuse to at least learn a bit of our language to function.  The onus should be on the individual wanting these services to at least learn the common language that is spoken.
